German A. Novoa-Rodriguez 

Mr. Novoa-Rodríguez main areas of practice are land use management and environmental permitting, enforcement and compliance under local and federal statutes and regulations including: CAA, CWA, NEPA, RCRA and CERCLA.
 
Mr. Novoa-Rodríguez has represented clients before federal and local administrative procedures regarding permit application, penalties, compliance, and other administrative matters before federal and local governmental entities, among them: the Environmental Protection Agency, Environmental Quality Board of Puerto Rico, Department of Natural and Environmental Resources, Puerto Rico Planning Board and the Public Service Commission. He has also taken part in the drafting of various public and private real estate transactions where certain and potential liabilities associated to environmental issues are present.

Prior to joining the firm in 2011, Mr. Novoa-Rodríguez worked as attorney for the Environmental Quality Board of Puerto Rico where he represented the public interest on environmental enforcement actions, litigation, drafting of administrative orders, and penalty settlements related to: water pollution,  hazardous and non-hazardous solid waste management, underground injection control systems, underground storage tanks, remediation, environmental impact statements and  water quality standards, among others. In addition, he has taught courses on environmental ethics, public policy and environmental legislation under the Environmental Management Master and Doctoral degree programs of the University of Turabo, in Puerto Rico.

During his 2001-2002 law school academic year, Mr. Novoa-Rodríguez served as a student clerk for the Hon. Daniel R. Dominguez of the Federal District Court for the District of Puerto Rico.
