San Juan, P.R. 6 March 2008. Juan Carlos Méndez, former Secretary of the Treasury of the Commonwealth of Puerto Rico, has rejoined the McConnell Valdés LLC law firm, as Capital Member in the Corporate Practice Group and Chief Operating Officer. He had worked at McConnell Valdés from 1998 to 2001, providing a wide range of legal services in tax matters pertaining to corporate transactions.
As Secretary of the Treasury, Méndez developed and executed the fiscal, tax and financial policies of the Commonwealth of Puerto Rico, including the implementation of the Sales and Use Tax provisions enacted as part of the Puerto Rico Tax Code overhaul of 2006, the Tax Credits for the Acquisition of New Homes Act and the refurbishing of the Real Estate Investment Trusts Act.
During his tenure, he was also responsible for the issuance of the Commonwealth’s General Obligation Bonds, Tax Revenue Anticipation Notes, and Designated Sales Tax Fund Bonds. He provided constant updates to bond rating agencies, investors and financial analysts on the economic, fiscal and budgetary condition of the Commonwealth of Puerto Rico
