Mr. Pierluisi-Rojo’s main areas of practice include corporate, mergers and acquisitions, commercial transactions, securities, real estate, infrastructure and public-private partnerships and consumer protection laws. He also has experience with government and legislative affairs, banking and financial institutions regulation, and commercial lending.
Prior to joining McV, he served as Puerto Rico’s Secretary of Consumer Affairs (DACO). As head of the department, Mr. Pierluisi-Rojo oversaw the implementation of numerous consumer protection laws, regulations and price controls, led investigations of unfair business practices and supervised the licensing of general contractors, and real estate developers and brokers, amongst others. Mr. Pierluisi-Rojo also served as an ex-officio member of the Medical Cannabis Regulatory Board.
As Secretary of Consumer Affairs he implemented significant technological changes to the agency, reduced regulatory redundancy by 20%, expanded the voluntary complaint mediation program, implemented new performance evaluation metrics for administrative law judges and mediators, reorganized regional offices, reduced operating costs by 25%, and oversaw DACO’s preparation for and response to both Hurricane Irma and Hurricane María in 2017.
Before entering public service, Mr. Pierluisi-Rojo worked as an associate in the corporate department of another major law firm in Puerto Rico, where he assisted clients in a wide range of matters related to banking and financial services, insurance and health law, corporate and public finance, and other regulatory areas. He also represented both sellers and buyers in various types of mergers and acquisitions and assisted foreign and domestic companies with the establishment of their operations in Puerto Rico.
He initiated his legal career clerking for Hon. Roberto Feliberti Cintrón, Associate Justice of the Supreme Court of Puerto Rico. Prior to law school, he worked as a project analyst at Picerne Real Estate Group.
