Biography
He focuses his practice on tax policy, corporate and transactional tax planning, government incentives, and regulatory tax compliance. He advises clients across the energy, infrastructure, manufacturing, and technology sectors on structuring and implementing tax-efficient operations and investments in Puerto Rico.
Before joining McConnell Valdés, Mr. Pizarro-Núñez served as Tax Director at PricewaterhouseCoopers LLP, where he advised multinational and local clients on corporate reorganizations, mergers and acquisitions, and Puerto Rico incentive programs under Act 60-2019 and prior legislation. His experience includes advising on intercompany transfer pricing, the negotiation of exemption decrees, and the design of tax structures.
Earlier in his career, he held multiple senior positions at the Puerto Rico Treasury Department, including Assistant Secretary of Internal Revenue, Assistant Secretary of Puerto Rico Lotteries, and Assistant Secretary of Legal Affairs. As Assistant Secretary of Internal Revenue he oversaw the administration and interpretation of the Puerto Rico Internal Revenue Code, led the drafting and negotiation of key tax legislation and regulations, and directed the design and implementation of the SURI system, Puerto Rico’s integrated tax administration platform. He was instrumental in shaping major tax reforms and modernizing compliance and enforcement mechanisms within the Treasury Department. As Assistant Secretary of the Puerto Rico Lotteries he spearheaded the implementation of new strategies and games to promote continued growth.
Before his tenure at Treasury, he served as Chief Tax and Fiscal Policy Adviser to the Puerto Rico Senate, where he provided technical and strategic support in the evaluation, drafting, and negotiation of fiscal and tax reform bills. His public-sector experience gives him unique insight into the intersection of tax policy, government regulation, and private investment.
Mr. Pizarro-Núñez is also a Certified Public Accountant (CPA).
