Biography

Her practice includes recovery financing, grant management, federal acquisition and procurement matters, commercial real estate and financing matters and government affairs.

Prior to joining McV, she held various roles as a contractor for LUMA Energy, including Procurement and Compliance Program Manager and Compliance Section Chief of the Grants Department. This responsibility included the stewardship of the largest federal grant assignment to a single applicant in U.S. history.

Ms. Acosta-González also served as the Legal Department Policy Lead for the Central Office for Recovery, Reconstruction and Resiliency (COR3), which is the centralized oversight authority established by the Government of Puerto Rico to oversee all recovery efforts in Puerto Rico and serve as the Recipient of federal funds for recovery after major emergencies and disasters.

In such capacities, she worked directly with procurement, contracting, compliance, policy, administrative appeals, and legislative matters. Additionally, she provided policy guidance to public agencies and corporations, municipalities, and private non-profit entities to advance recovery projects throughout Puerto Rico, often conducting sub-recipient training and capacitation throughout the island. She also played an important role in securing federal funding for Puerto Rico after the Earthquakes Major Disaster Declaration, petitioning and obtaining a cost-share increase from the U.S. President, which resulted in a multi-million-dollar obligation of funds.

Ms. Acosta-González also aided in the revision of COR3’s Hazard Mitigation Grant Program policies and procedures to facilitate the disbursement of funds in compliance with applicable federal laws and regulations. Her public experience also includes directly assisting municipalities secure federal funds from various federal grant programs. She has extensive experience in procuring FEMA and other federal and state grants and government contracting and has obtained a significant number of FEMA IS Course Certificates.

Before returning to Puerto Rico, she practiced as a litigation and immigration attorney in Chicago, Illinois.
