As McVC's Junior Project Manager, Ms. Soto-Seijo works with government compliance and permitting processes for Tourism Activities, the preparation of tax incentive applications under both Act 74-2010 and Act 60-2019 and managing and coordinating closings of real estate projects. She also works with fund applications for several federal programs including CDBG -DR and FEMA.
She is an attorney and a notary public licensed to practice in the Commonwealth of Puerto Rico. Her areas of practice are real estate, hospitality, corporate and government affairs. Prior to joining McConnell Valdés Consulting, she worked with Fluor Corporation in the Puerto Rico Power Grid Restoration Project as a Contracts Specialist in the Subcontracts Area and as an Associate Quality Specialist in the Quality Control Area. She was actively involved in the preparation of reports required by United States Army Corps of Engineers in connection with such program and reviewed contracts and invoices submitted by the subcontractors.
Ms. Soto-Seijo served as external legal advisor for the Legal Affairs Office of the Puerto Rico Treasury Department where she worked with different departments within the Agency, prepared memoranda in regards to proposed legislation, evaluated labor cases, and drafted professional services agreements. She also worked with the Puerto Rico Public Buildings Authority as Examiner during informal disciplinary hearings and as member of the Union Committee of Adjustments and of the Auctions Review and Appeals Board.
She holds a BA in Psychology from the University of Puerto Rico, Rio Piedras Campus and a JD from the Interamerican University of Puerto Rico School of Law.
