Bidder Registration Process Begins for Tranche 2 of the PR Electric Power Authority Integrated Resource Plan

On January 13, 2022, the Puerto Rico Energy Bureau announced it had commenced the registration process for Tranche 2 of the Puerto Rico Electric Power Authority (“PREPA”) Integrated Resource Plan and Modified Action Plan. Tranche 2 looks to add 500 MW of renewable energy and 250 MW of energy storage to the electric distribution and transmission system.

The Puerto Rico Energy Bureau engaged Accion Group LLC as the independent coordinator to conduct Tranche 2. Generally, as the independent coordinator, Accion Group LLC will conduct all steps of the competitive bidding process; manage all communications with bidders; manage all communications protocols with bidders; assure adherence to the applicable code of conduct; submit comments and recommendations, if any, to the Energy Bureau concerning the process; develop in coordination with PREPA the proposal evaluation methodology, models, criteria, and assumptions; conduct the evaluation of proposals; conduct contract negotiations with bidders; report to the Energy Bureau on monitoring results during each stage of the RFP process; and assure that the goals of the Tranche 2 RFP and related Updated Renewable Procurement Plan provisions are achieved.

Very generally, said Procurement Plan seeks proposals from bidders interested in designing, constructing, installing, operating, and maintaining all forms of renewable generation (as defined by Puerto Rico law), energy storage, and/or virtual power project plant projects at one more sites across Puerto Rico. The Procurement Plan provides a thoughtful approach to building out future renewable energy and energy storage resources in accordance with Puerto Rico law and aims to increase the availability of renewable energy and energy storage resources as part of PREPA’s generation system; reduce energy prices to levels consistent with PREPA’s Certified Fiscal Plan projections; and increase the resiliency of PREPA’s transmission and distribution system as required by the Integrated Resource Plan.

To streamline the procurement process, a website has been set up for bids to be submitted online. Bidders must register through the website.
