Executive Order 2020-057 Amends EO 2020-054; Shelter-in-Place Announced for Sunday, July 26th
On July 22, 2020, Governor Wanda Vázquez-Garced signed Executive Order 2020-057 (“EO 2020-057” or the “Executive Order”) to, among other matters, amend Executive Order No. 2020-054 and implement additional limitations to curb the spread of COVID-19 in Puerto Rico.
Shelter-in-Place Curfew for Sunday, July 26th
EO 2020-057 orders a mandatory “Shelter-In-Place” order requiring all Puerto Rico residents to remain in their residence or place of lodging on Sunday, July 26th, 2020.
The authorized transit of vehicles and people walking in public roads is allowed for the following purposes and only within the hours permitted by the curfew:
- purchase of food items, medicine, and other basic necessities
- medical appointments or traveling to a hospital, laboratory, or any other medical service facility
- transit to the work place for essential services and all those governmental offices or businesses not ordered to be closed by this Executive Order
- return transit or movement back to the home from any authorized service
- to provide assistance, care, and transport to the elderly, minors, dependents, people with disabilities, or those in need of some kind of medical or professional assistance
Executive Order 2020-057 also orders all government and private sector operations, including private commercial businesses, to remain closed on Sunday, July 26, 2020.
The following businesses are exempted from the shutdown order:
- drive-thru, carry-out, or delivery retail food services as well as wholesale food services such as supermarkets and animal feed stores
- facilities that manufacture medications, medical articles or equipment, and their supply chain
- pharmacies
- gasoline stations and their supply chain
- senior care centers
Prohibition of Retail Sale of Alcohol for Sunday, July 26th
The Executive Order also issues an all-day prohibition on the retail sale and consumption of alcoholic beverages for all authorized businesses and establishments during the effectiveness of the Executive Order.
Penalties for Failing to Comply with EO 2020-057
Any person who fails to comply with the provisions of EO 2020-057 may face up to six months of incarceration and/or a fine of up to $5,000.
