McV Advises Pattern Energy on $489.4 Million U.S. Department of Energy Financing for Puerto Rico Battery Energy Storage Projects

McConnell Valdés served as Puerto Rico counsel to Amanecer Puerto Rico LLC, Pattern Santa Isabel Storage LLC, and Pattern Barceloneta Storage LLC, subsidiaries of Pattern Energy, in connection with the closing on August 4, 2026, of a US$489.4 million loan from the U.S. Department of Energy’s Office of Energy Dominance Financing.

The financing will support the development and construction of two utility-scale battery energy storage facilities with an aggregate capacity of 220 MW. Once completed, the projects are expected to strengthen Puerto Rico’s electric grid, enhance system reliability, improve energy resiliency, and contribute to long-term reductions in electricity costs across the Island.

McConnell Valdés advised Pattern Energy throughout the development and financing of the projects, providing comprehensive legal counsel on all significant Puerto Rico law matters associated with the transaction. The firm's multidisciplinary team assisted in connection with Pattern Energy's participation in the Puerto Rico Electric Power Authority's (PREPA) procurement process, the negotiation of Energy Storage Services Agreements and related project documents with PREPA, real estate rights acquisition and site control matters,  interconnection matters before the transmission and distribution system operator, regulatory proceedings before the Puerto Rico Energy Bureau, permitting and environmental approvals, tax incentives matters, and financing documents and related matters.

The transaction represents a significant investment in Puerto Rico’s energy infrastructure and supports the ongoing modernization of the Island’s electrical system through the deployment of large-scale energy storage resources. This financing further underscores the growing importance of battery energy storage in advancing grid reliability and energy security in Puerto Rico.
