Guidelines for Unsolicited P3 Proposals Published

On December 18, 2018, the Puerto Rico Public-Private Partnership Authority (the “Authority”) published and opened a public comment period for its proposed Guidelines for the Preparation, Evaluation, Selection, and Procurement of Public Private Partnerships through Unsolicited Proposals (the “Guidelines”).

The purpose of these Guidelines is to establish a three stage process for the preparation, evaluation, selection and procurement of Public-Private Partnerships initiated as Unsolicited Proposals detailed in Section 9(b)(ii) of Act No. 29-2009, as amended, and Section 7 of the Regulation for the Procurement, Evaluation, Selection, Negotiation and Award of Participatory Public-Private Partnership Contracts.

The deadline for submitting comments is January 3, 2019 on or before 5:00 p.m. (AST).
