André Palerm-Colón provides counseling on environmental, energy, and land use aspects of domestic corporate transactions, project permitting, and regulatory controversies.
He has experience in regulatory and compliance matters related to federal and local environmental statutes, such as RCRA, CWA, CAA, NEPA, and fuel products storage and distribution regulations, among others, and has performed due diligence and transactional work for a wide array of industrial and commercial clientele including but not limited to utility scale renewable energy projects, financial institutions, media conglomerates, and waste management enterprises.
Prior to joining McConnell Valdés, he worked as In-House Counsel for an international luxury membership service based in Puerto Rico. Before that, he worked as an associate in the environmental department at another major law firm in Puerto Rico and as Judicial Clerk to the Hon. Troadio Gonzalez Vargas at the Puerto Rico Court of Appeals, where he was responsible for a high-volume caseload of civil, administrative, and criminal law cases.
While in law school, André clerked for the United States Patent & Trademark Office, the Puerto Rico Court of Appeals, and the Environmental, Energy and Land Use, Corporate, and Intellectual Property practices of McConnell Valdés. Also while in law school André was selected to represent Puerto Rico in the Inter-American Sustainable Development Law Moot Court Competition held in Río de Janeiro, Brazil, and later served as a student advisor to the team that competed the following year.
In 2014 he co-authored a proposal to create a research and manufacturing institute for sustainable renewable energy technology that was included by the Governor of Puerto Rico in the island’s Economic Recovery Agenda.
